First in Russia UAV certification and test site
Within the framework of the National technological initiative IANS is developing a project “Creation of a digital and flight platform of the unmanned aerial systems test site” ("UAS site") as the lead contractor. All activities are performed in cooperation with the Central Aerohydrodynamic Institute named after N.E. Zhukovsky (TsAGI) and the National Research Center "Zhukovsky Institute". Earlier in December 2019, IANS received a grant from NTI Project Support Fund to conduct research and development work within the framework of the project.
UAS site will open by 2021 and based on Orlovka airfield in Tver region, accredited by the Federal Air Transport Agency for carrying out relevant tests. The following project may be subsequently replicated to other regions.
Within the framework of the preliminary design stage a number of activities is planned to develop a complex of research works for regulatory framework creation in order to organize and conduct UAS tests, justify the UAS site structure and its main technical solutions.
The project will provide an opportunity for accelerated assessment of UAVs airworthiness in Russia through a combination of full-scale and virtual tests. Today, the certification process is mandatory for drones weighing more than 30 kg.
In addition, it is planned to create various technical means and complexes for solving the problems of radar & meteorological flight support as well as test support (video surveillance complex, flying laboratories, etc.) during the development works.
More than 40 test zones have been deployed around the world to conduct research, testing and certification work in the interests of creating unmanned civil and dual-purpose aircraft systems. This project will be the first test site of that kind in Russia. Work on the UAS site creation is planned to be completed by 2021.
